Updates the Miniflare Dependabot configuration to use the current package:miniflare label. Also aligns the issue-review guidance with the renamed label.

  • Tests
    • Tests included/updated
    • Automated tests not possible - manual testing has been completed as follows:
    • Additional testing not necessary because: this only updates label references. The Dependabot YAML, formatting, and workflow validation checks pass.
  • Public documentation
    • Cloudflare docs PR(s):
    • Documentation not necessary because: this is an internal GitHub configuration correction with no user-facing behavior change.

Both remaining matches are package-name references in changeset-version.js, not GitHub label references. The PR correctly updates both places the miniflare label was referenced (dependabot config and the issue-review skill mapping table), and the new package:miniflare value matches the existing package:c3 convention.

No actionable issues found.
